Edgar Mugisha is the Managing Partner of Atacama Consulting, a leading environmental and social consultancy firm with its headquarters in Kampala, Uganda, East Africa. He is also a Director in Atacama Environmental Advisory Services, Zimbabwe. He holds an MSc in Environmental Assessment and Management from Oxford Brookes University and a BSc in Environmental Management from the University of Durham, both in the United Kingdom.

Edgar brings on board over 20 years of experience in the Environmental Management arena both in Uganda and outside Uganda, across diverse sectors that include; Energy,Mining, Manufacturing, Agriculture, Health, Telecommunications, Financial Services, Tourism and Transport infrastructure, Real Estate, and Tourism.

In the oil and gas sector, Edgar has led teams in delivering comprehensive services for International Oil and Gas companies that include; TotalEnergies, CNOOC and Tullow. The services have entailed Environment and Social Impact Assessments (ESIAs), Environmental Monitoring and Auditing, Waste Management studies, and Social and Resettlement services. In the case of the latter, he has until recently been co-directing the execution of the Social and Resettlement Services for the TotalEnergies Tilenga project, for which Atacama Consulting was the lead contractor for the Social and Resettlement services component – this entailed six (6) Resettlement Action Plans (RAPs) and implementation of five (5) of them. The project is critical to the commercialisation of Uganda’s crude oil reserves and for which projects activities are already underway.

It is worth mentioning that under Edgar's strategic leadership, Atacama Consulting has been recognised for its environmental and social stewardship in the oil and gas sector by way of prestigious awards that include; the Uganda Upstream Oil and Gas Environmental Award 2019, TotalEnergies Health, Safety, and Environment (HSE) Contractor of the Year 2021 (Low Risk Category), and TotalEnergies Best HSE Performance of the Year 2022 (Low Risk Category). Last but not least, Edgar was awarded the Environment Sustainability Award 2023 by the Government of Uganda, for his High-Quality work and High Ethical Conduct.
